The immigration of Nepalese settlers (Lhotshampa) to Bhutan began slowly towards the end of the 19th century. The Government enacted the Bhutanese Citizenship Act 1985 to clarify and enforce the Bhutanese Citizenship Act 1958 to control the wave of illegal immigration. Those who could not provide proof of residency before 1958 were classified as undocumented immigrants. In 1991 and 1992, Bhutan displaced some 139,110 Nepalese, most of whom have since lived in seven refugee camps in eastern Nepal. The United States has offered to resettle 60,000 of the 107,000 Bhutanese refugees of Nepalese origin currently living in United Nations refugee camps in Nepal. Illegal re-entry after deportation is a criminal offence. This is the distinction between the largest group, called unauthorized immigrants, and the smaller subgroup, called criminal immigrants. The 1994 economic crisis in Mexico, which followed the start of the North American Free Trade Agreement (NAFTA), was associated with widespread poverty and a lower appreciation of the peso against the dollar. [50] It also marked the beginning of a massive increase in Mexican immigration, with net illegal migration to the United States increasing each year from the mid-1990s to the mid-2000s. The terminology surrounding illegal immigration is often controversial. In particular, the description of people who have immigrated illegally as illegal immigrants has been controversial.
However, it is often used in formal contexts, including by the U.S. and Canadian governments. Title 8 of the United States Code is the part of U.S. law that contains citizenship, nationality, and immigration laws. The terminology used in Title 8 defines the foreign legal term as «any person who is not a citizen or national of the United States»[4] and includes illegal alien (33 times), unauthorized alien (21 times), undocumented aliens (18 times), illegal immigrants (6 times), undocumented immigrants (2 times), and others. [5] However, an analysis by PolitiFact concluded that the term illegal alien «appears little, often undefined, or is part of an introductory title, or is limited to certain persons convicted of crimes.» [6] These illegal combinations in America were obviously what caused the inconveniences that traders complained about. In Canada, as in the United States, «illegal immigrant» is a commonly used term. However, there is confusion and deep disagreement between many about what the term means under the law, under what circumstances, and what it implies socially.
[28] «Irregular» is a term used by government agencies to refer to migrants who enter Canada outside of official border crossings («ports of entry»). Entering Canada outside a port of entry is considered illegal, but not a criminal or civil offence under the Immigration and Refugee Protection Act, SC 2001, c 27. [29] IRPA regulations require that a person who wishes to enter Canada outside a port of entry report «immediately» to the nearest port of entry. Section 33 of IRPA requires that all charges against a migrant be stayed while a participant`s refugee claim is being processed. In 2005, 2.1 per cent of Pakistan`s population was of foreign origin, but the number of immigrants to Pakistan has risen sharply recently. Immigrants from South Asia make up an increasing proportion of immigrants to Pakistan. The five largest immigrant groups in Pakistan are again Afghans,[114] Bangladeshis,[115] Tajiks, Uzbeks, Turkmens, Iranians, Indians, Sri Lankans,[117] and British,[118] including a significant number of Pakistani origin.
